During the virtual plenary meetings held in Paris from February 22-25, it found "some" deficiencies. "Three out of 27 action plans have not been met," FATF's President Dr Marcus Pleyer told an online news briefing. These areas are terror-financing investigations and prosecutions of target persons and entities, TF prosecutions for effective, proportionate and dissuasive sanctions, and effective implementation of targeted financial sanctions against all UN-designated terrorists active on Pakistan's soil.
While addressing "deficiencies," Pakistan must strive to dispel the impression that the country is 'soft' towards certain militant groups like Lashkar-e-Toiba. And, it must make a beginning by improving its financial-transaction mechanisms so that these are not misused by terrorists and criminals. Simultaneously, Pakistan must end its distinction between good and bad terrorists and between terrorism and terrorists. This grey area has come in handy for the likes of Hafiz Saeed to claim innocence, saying, "We have not done anything wrong in Pakistan, My Lord!"
