NSC, Telcon, "President/Kissinger" [Conversation about Chile between President Nixon and Henry Kissinger], 09 November 1970.

Source: National Security Archive, Kissinger Telcon collection.
In this transcribed phone conversation, Henry Kissinger updates President Nixon on implementing his directives on Chile and advises him that a Senior Review Group meeting will be held every three weeks to oversee efforts against Allende. Nixon comments that he has read Allende's "cold" comments after being sworn in as Chile's president. "[CIA Director] Helms has to get to these people," Nixon tells Kissinger, referring to CIA covert operations in Chile. "We have made that clear," Kissinger replies. The two then discuss their rationale for ousting Allende. "I feel strongly this line is important regarding its effect on the people of the world," Nixon says. "If [Allende] can prove he can set up a Marxist anti-American policy, others will do the same thing." Kissinger agrees. "It will have ______ effect even in Europe. Not only Latin American."
