Vice President Joe Biden spoke by telephone with President Viktor Yanukovych of Ukraine to discuss both countrys' common agenda following the meeting of the U.S.-Ukraine Strategic Partnership Commission on February 15, 2011. Biden underscored that the U.S. strategic partnership with Ukraine is based on shared democratic values and emphasized the importance of avoiding any selective prosecutions of opposition officials and the need for an electoral law reform process that is fully inclusive to further Ukraine's European integration and best help it attract foreign direct investment. Biden told Yanukovych the United States wanted to see greater foreign direct investment in Ukraine, and he and Yanukovych discussed the need to avoid any laws or other actions that would undercut the ability of businesses to make those investments. In addition, Biden underscored both nation's promises to remove all Ukrainian highly enriched uranium by 2011's Nuclear Security Summit. Source

United States Deputy Director for Management of the Office of Management and Budget and U.S. Chief Performance Officer Jeffrey Zients announced a new proposal to create a Civilian Property Realignment Board to help the Federal government cut through red tape and politics to sell property it no longer needed, claiming the plan would save taxpayers $15 billion over the first three years the Board was fully up and running. The President had an expanded bilateral meeting and a one on one meeting with President Felipe Calderon Hinojosa of Mexico in the Oval Office of the White House. Source

The President and President Felipe Calderà ³n Hinojosa held a news conference in the East Room of the White House, where they announced that Mexico and the United States had found a clear path to resolving the cross-border long-haul trucking dispute that would allow for the establishment of a reciprocal, phased-in program built on the highest safety standards and authorize both Mexican and United States long-haul carriers to engage in cross-border operations under the North Atlantic Free Trade Agreement (NAFTA). The President declared a major disaster existed in the State of Connecticut and ordered Federal aid to supplement State and local recovery efforts in the area struck by a snowstorm during the period of January 11-12, 2011. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the snowstorm in the counties of Fairfield, Hartford, Litchfield, New Haven, New London, and Tolland and the Tribal Lands of the Mashantucket Pequot and the Mohegan Tribal Nations located entirely within New London County. In addition, assistance was made available to the State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period in the counties of Fairfield, Hartford, Litchfield, New London, and Tolland and the Tribal Lands of the Mashantucket Pequot and the Mohegan Tribal Nations located entirely within New London County. This assistance will be provided for a period of 72 hours for New Haven County. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source
