The United States Federal Emergency Management Agency (FEMA) and the National Disability Rights Network, along with other leaders and advocates from across the disability community, signed a memorandum of agreement to solidifiy a partnership in working together to assure planning for and meeting the needs of people with disabilities before, during, and after disasters strike. The President, United States Secretary of Defense Robert Gates , and Commander of the U.S. Central Command General David Petraeus met to discuss ongoing efforts in Afghanistan, including the effectiveness of the military surge, the growth of the Afghan National Security Forces, and Afghanistan President Hamid Karzai's expected March 21, 2011 announcement on beginning transition to Afghan security lead. They also discussed the plan to begin the reduction of U.S. forces in July 2011 and the path to completing the transition to full Afghan responsibility for security by the end of 2014. Source
