The developments surrounding Lebanon are therefore taking place within a broader regional environment involving Washington, Tehran, Israel, and several Middle Eastern fronts.
Lebanon can't achieve security through negotiations while Israeli military operations continue, and continued pressure to disarm Hezbollah could deepen internal divisions and transform the country into a civil war. For many Lebanese, the central question is no longer limited to Hezbollah's weapons or the outcome of the Rome negotiations.
It is whether Israel intends to withdraw from southern Lebanon at all, and whether the international community-- particularly the United States, which sponsors the negotiations-- will exert sufficient pressure on Israel to implement its commitments.
