The President delivered remarks (Video) and First Lady Michelle Obama delivered remarks (Video) at the closing session of the Forum for Workplace Flexibility in the South Court Auditorium in the Eisenhower Executive Office Building, where discussed was the importance of creating workplace practices that allowed America's working men and women to meet the demands of their jobs without sacrificing the needs of their families. The forum was an opportunity for labor leaders, CEOs, small business owners, and policy experts to share their ideas and strategies for making the workplace more flexible for American workers and families.
The President declared a major disaster existed in the State of Delaware and ordered Federal aid to supplement State and local recovery efforts in the area struck by severe winter storms and snowstorms during the period of February 5-11, 2010. Federal funding was made available to State and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the severe winter storms and snowstorms in Kent, New Castle, and Sussex Counties. In addition, assistance was made available to State and eligible local governments on a cost-sharing basis for emergency protective measures, including snow assistance, for a continuous 48-hour period during or proximate to the incident period. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source
The President telephoned President Lee Myung-bak of the Republic of Korea to offer his support and condolences following the sinking of the South Korean Navy vessel Cheonan on March 26, 2010. The President told President Lee that the thoughts and prayers of the American people are with the families of those missing and with the family of the South Korean Navy diver who died trying to rescue them. The President noted that the US Navy had extended assistance to South Korea's ongoing search and recovery effort and was prepared to provide further help if needed. They also discussed the upcoming Nuclear Security Summit in Washington, DC scheduled for April 12-13, 2010. Source
The President signed into law:
H.R. 4957, the "Federal Aviation Administration Extension Act of 2010," which extends through April 30, 2010, authorities to collect taxes that fund the Airport and Airway Trust Fund, make expenditures from the Airport and Airway Trust Fund, and make grants to airports under the Airport Improvement Program
S. 1147, the "Prevent All Cigarette Trafficking Act of 2009 or "PACT Act," which requires entities that sell or ship cigarettes in interstate commerce to register with the Department of Justice; establishes requirements for entities engaged in mail-order or Internet sales of cigarettes related to shipping and packaging, recordkeeping, and tax collection; requires the Justice Department to maintain a list of unregistered or noncompliant sellers; and prohibits delivery of cigarettes through the U.S. Postal Service. The President sent a Presidential Memorandum to the United States Secretary of the Interior, directing, "Under the authority granted to me in section 12(a) of the Outer Continental Shelf Lands Act, 43 U.S.C. 1341(a), I hereby withdraw from disposition by leasing through June 30, 2017, the Bristol Bay area of the North Aleutian Basin in Alaska. This withdrawal prevents consideration of Bristol Bay for leasing for any oil or gas development in the Outer Continental Shelf, whether for exploratory or production purposes. Nothing in this withdrawal affects the rights under existing leases in this area." Source
The National Security Agency (NSA) broke the law when it wiretapped two American lawyers working for the El-Haramain Charity Foundation, Judge Vaughn R. Walker, chief judge of the Ninth District Court of Appeals in the Northern District of California ruled, rejecting a government motion to dismiss El-Haramain v. Obama entirely and holding the Foreign Intelligence Surveillance Act (FISA) should be given more weight than the state secrets privilege. Judge Walker concluded that Al-Haramain had collected enough unclassified evidence indicating that it had been surveilled without a FISA warrant. Source
