The White House released Creating Pathways to Opportunity , a report highlighting the work the Obama Administration to date to help Americans climb the ladder to the middle class and stay there. The full report can be viewed HERE .
The Obama Administration announced another key step towards realizing the vision of the National Strategy for Trusted Identities in Cyberspace (NSTIC): a Memorandum for Chief Information Officers of Executive Departments and Agencies detailing requirements for accepting externally-issued digital credentials. Going forward, Executive Departments and Agencies would be required to accept approved externally-issued credentials when they are upgrading or developing Level 1 websites (as defined by OMB Memorandum 04-04 and NIST SP 800-63) that allowed members of the public and business partners to register or log on. In addition, websites requiring credentials with higher levels of assurance (Levels 2, 3 and 4) would be required to be enabled to accept approved externally-issued credentials where appropriate. In basic terms, that meant that solutions from firms like Equifax, Google, PayPal, Symantec and Wave Systems -- all of whom had their credentialing solutions certified to meet Federal security and privacy requirements -- could be trusted identity providers for certain types of Federal applications. The Obama administration announced a major program in the president's signature health overhaul law, the Patient Protection and Affordable Care Act , known as CLASS, the Community Living Assistance Services and Supports program, a long-term care insurance plan, was being withdrawn. The program had been expected to launch in 2013. "Despite our best analytical efforts, I do not see a viable path forward for CLASS implementation at this time," Health and Human Services Secretary Kathleen Sebelius said in a letter to congressional leaders. The President, in a released statement , expressed his and the First Lady's sadness, "to hear about the passing of Elouise Cobell yesterday. Elouise spoke out when she saw that the Interior Department had failed to account for billions of dollars that they were supposed to collect on behalf of more than 300,000 of her fellow Native Americans. Because she did, I was able to sign into law a piece of legislation that finally provided a measure of justice to those who were affected. That law also creates a scholarship fund to give more Native Americans access to higher education, and give tribes more control over their own lands. Elouise helped to strengthen the government to government relationship with Indian Country, and our thoughts and prayers are with her family, and all those who mourn her passing."
