The President visited Eastfield College in Mesquite, Texas, where he toured the campus' Children's Laboratory School, and met with students and teachers and delivered remarks urging the United States Congress to pass the American Jobs Act to keep teachers in the classroom and rebuild schools across the U.S. Transcript Video

The President traveled from Dallas to St. Louis, Missouri, where he delivered evening remarks at a campaign event at the Renaissance Hotel . ( transcript ) and at a campaign event at a private residence of Tom Carnahan founder of Wind Capital Group , a privately owned builder and developer of wind farms in the Midwest United States ( transcript ) before returning to the White House.

The White House announced General Manager at The Ritz-Carlton, Pentagon City, Arlington, Virginia, Angella Reid, would, in November 2011, become the next Director of the President's Executive Residence and "Chief Usher." The ninth person and first woman to serve in the role, Reid had 25 years of hotel management experience. The position was previously held by Rear Admiral Stephen W. Rochon , USCG (Ret.), who departed from the post earlier in 2011 to take a position at the Department of Homeland Security ( DHS ) . Source

The President signed into law:

H.R. 2608, the "Continuing Resolution Act, 2012," which provided FY 2012 appropriations for continuing projects and activities of the Federal Government through Friday, November 18, 2011. Source

H.R. 2646 , the "Veterans Health Care Facilities Capital Improvement Act of 2011," which authorized, within specified amounts, appropriations for various major medical facility construction projects and leases for the Department of Veterans Affairs ( VA ) in Fiscal Year 2012; clarified the information that must be contained in certain VA medical facilities proposals; and extended certain expiring authorities. The President declared a major disaster existed in the State of Maryland and ordered Federal aid to supplement state and local recovery efforts in the area affected by the remnants of Tropical Storm Lee during the period of September 6-9, 2011. Federal funding was made available to state and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by the remnants of Tropical Storm Lee in the counties of Anne Arundel, Cecil, Charles, and Prince George's. Federal funding was also made available on a cost-sharing basis for hazard mitigation measures statewide. Source

The President sent to the United States Senate the nomination of Patty Shwartz, of New Jersey, to be United States Circuit Judge for the Third Circuit.. Bio Source

The President, in a released statement , expressed his and First Lady Michelle Obama's sadness over this day's passing of Reverend Fred Shuttlesworth , one of the founders of the Southern Christian Leadership Conference ( SCLC ). "Reverend Shuttlesworth dedicated his life to advancing the cause of justice for all Americans," the President stated. "He was a testament to the strength of the human spirit. And today we stand on his shoulders, and the shoulders of all those who marched and sat and lifted their voices to help perfect our union. I will never forget having the opportunity several years ago to push Reverend Shuttlesworth in his wheelchair across the Edmund Pettus Bridge -- a symbol of the sacrifices that he and so many others made in the name of equality."

The President, in a released statement , expressed his and First Lady Michelle Obama's sadness upon learning of the passing of Apple founder Steve Jobs .
