If both Senators from a state (say, a large state like Texas) voted for the war, then they would get the largest allocation of refugees. On the other hand, if both uncaring and ungenerous senators from states like Vermont, Minnesota or Maryland , voted against the war, then their state would not get the privilege of accepting these refugees.   That's fair isn't it?

 In this way, the transplanted Iraqis could be given the gift of democracy as promised them by President Bush. Moreover those rock ribbed Republican values of individual responsibility and self sacrifice could be made even more personal for all those good American who supported this war to free the Iraqis from Saddam Hussein.

Oh yes, and this moral solution has a secondary value of also costing a whole lot less in American blood and treasure than continuing to pour it into this endless fiasco.  Of course, the down side is that gas will cost a lot more.
