(e) coordinate with other Federal agencies to develop an executive branch strategy to prevent violence against Federal, State, tribal, and local law enforcement officers;

Mr. Trump:
(f) thoroughly evaluate all grant funding programs currently administered by the Department to determine the extent to which its grant funding supports and protects Federal, State, tribal, and local law enforcement officers; and

This is unclear whether such evaluations shall be newly performed, e.g., carried out by the current administration or whether reports from previous administrations including reports and studies on behaf of communities previously studied in regards to the impact of the government use of force througout the US is also be used. There is an extensive and long history of law enforcement in the US, including and in addition to those reasons that required the passage of the Civil Rights Act of 1964. The people are not bound to adhere to new interpretations of settled law with regards to their civil rights and more especially their human rights. There appears to be a message in (f) that could be further expanded and its intention made known had it not been included in this EO but instead had been made available for review by the people for consideration via due process of public comment.
Mr. Trump:
(g) recommend to the President any changes to grant funding, based on the evaluation required by subsection (f) of this section, including recommendations for legislation, as appropriate, to adequately support and protect Federal, State, tribal, and local law enforcement officers.
