Jacob J. Lew, Director of the White House's Office of Management and Budget, directed in a memo that government agencies that deal with classified information ensure that they are in compliance with secrecy rules brought in after WikiLeaks's release of classified material. Lew urged agencies to develop an "insider threat program" to monitor employees for "behavioral changes" that alert he or she may be leaking classified documents or be willing to do so, hire psychiatrists and sociologists to measure the "despondence or grumpiness" of federal employees, use polygraph machines, and monitor computer activities for signs of "high occurrences of foreign travel". Day680/Jan4th/Tuesday: T he President met with United States Secretary of Defense Robert Gates in the Oval Office of the White House. Source
The President joined the meeting between U.S. National Security Advisor Thomas E. Donilon and Chinese Foreign Minister Yang Jiechi in the White House. Discussed were U.S. - China relations and preparations for China's President Hu Jintao 's upcoming visit. Donilon and Yang Jiechi exchanged views about a broad range of political, economic and security issues, including the importance of effective efforts to reduce imbalances in both the global economy as well as in U.S. - China trade; ways to advance nonproliferation objectives, including working together to prevent Iran from acquiring nuclear weapons and to persuade North Korea to abandon its nuclear weapons program, meet commitments, international obligations and avoid destabilizing behavior. Donilon and Yang Jiechi also agreed on the importance of ensuring that the referendum on southern Sudan proceeded peacefully and on time and that the results be accepted by Sudan and the international community.
