Thomas Homan, the executive associate director for Enforcement and Removal Operations (ERO), spoke to CNN's Jake Tapper on Sunday, passing the buck to others in the administration he deems responsible for the failures. Homan was sent to take over Minneapolis after U.S. Customs and Border Protection Greg Bovino was excused from overseeing the operation.
