EPA fails to protect clean water in Florida.
The EPA had proposed a numeric nutrient standard to clean up Florida's waterways. The state's plan will not work because it does not have triggers to ensure corrective actions. Florida needs enforceable federal limits that will protect Florida's waters from turning to toxic green slime.
