The President issued a Presidential Memorandum to the United states Secretary of State: "By the authority vested in me as President by the Constitution and the laws of the United States, including section 2(c)(1) of the Migration and Refugee Assistance Act of 1962 (the "Act"), as amended (22 U.S.C. 2601(c)(1)), I hereby determine, pursuant to section 2(c)(1) of the Act, that it is important to the national interest to furnish assistance under the Act, in an amount not to exceed $15 million from the United States Emergency Refugee and Migration Assistance Fund, for the purpose of meeting unexpected and urgent refugee and migration needs, including by contributions to international, governmental, and nongovernmental organizations and payment of administrative expenses of the Bureau of Population, Refugees, and Migration of the Department of State, related to the humanitarian crises resulting from the violence in Libya and CÃ ´te d'Ivoire."
The President, in a released statement, declared that the United States formally recognized the Republic of South Sudan as a sovereign and independent state upon this day.

The President and Vice President Joe Biden met with United States Congressional Leadership in the Cabinet Room of the White House to discuss ongoing efforts to find a balanced approach to deficit reduction.
The President spoke by telephone with Russian President Dmitry Medvedev about a range of bilateral and international issues, and expressed his condolences on the tragic sinking of the MS Bulgaria. President Obama thanked President Medvedev for Russia's efforts at mediation in Libya, emphasizing that the United States was prepared to support negotiations that lead to a democratic transition in Libya as long as Moammar Qaddafi stepped aside. President Obama also expressed his support for President Medvedev's mediation efforts regarding Nagorno-Karabakh, and pledged American support for the effort to reach a framework agreement for negotiating a final peace agreement that would put an end to that conflict. The two presidents also discussed Sudan and Afghanistan and common objectives in both countries. Both presidents also reviewed the outstanding issues related to Russia's World Trade Organization (WTO) accession, and agreed to press to finish all aspects of these negotiations as soon as possible. Finally, the President noted that he looked forward to meeting with Russian Foreign Minister Sergey Lavrov on July 13, 2011 at the White House. Source

The President issued an Executive Order, directing the independent regulatory agencies, including the Consumer Product Safety Commission, the Federal Trade Commission, the Federal Communications Commission, and the Securities and Exchange Commission, to take new steps to ensure smart, cost-effective regulations, designed to promote economic growth and job creation. The President followed up with this Presidential Memorandum.
