Item Twenty-Eight

To declare, if supported by a majority vote of the Citizens of Washington, D.C. Washington, District Of Columbia, a State.

Such state (not exceeding ten Miles square) as was historically provided by (gift?) cession of particular adjacent States.

The legislative powers of this former "District Of Governance" will be transferred to the "Central Governance Facility" in South Dakota.

Item Twenty-Nine

Regarding The Stabilization Of Cities and Metropolitan Areas.

We The American People will Study, Deliberate and Decide the extent of the occupied and industrial territories of Our Cities and Metropolitan Areas". Any plan developed for this governance will probably involve Intelligent and Caring Population Control Regulation, utilized in harmony with improved methods of "City Life Style" that would include superior disease, pollution and waste control methods and techniques. The main idea of this "Stabilization" is the preservation of Farmland and Wilderness Areas that are considered vital to the Mental and Emotional Health Of Our Nation.

One "vision" for the successful design and implementation of this National Improvement is a "Sea To Sea and Canada To Mexico Freedom Lands Corridor" that flows around the metropolitan areas and their food lands and provides the basis for "Ancient Lifestyles" that are the Living History Of Our Species, shared with All Members Of American Society who wish and need, to partake of "non-developed, or modernized, territories, for pleasure or mental and emotional health.

All Community and Metropolitan connecting routes of commerce and transportation will be shielded from this "corridor" and the flow of Life forms upon it with fences, walls and tunnels.
