Institute Instant Run-off voting or something like it, that allows people to simultaneously vote for their second and third choices.
Then, let's talk about taxes. Seeing the biggest corporations going totally untaxed, with big profits, the system is broken. First, put things back where they were in the early fifties-- with a top tax level of 92%.
De-billionairairize America: Make it illegal to be a billionaire, or even a half billionaire. Make it illegal to possess more than $250 million. Expect brutal, violent resistance to this, not directly, but through the corporate elected and appointed mayors and governors and DOJ and the police state they operate, with funding from Homeland Security.
Make job creation in the US a major element in US corporate eligibility for tax breaks. And change laws so corporations can't play the shell game with expenses, so they put expenses in the US and profits outside the US. Make that a crime.
Pass a Recovery From Al Qaeda Law. Eliminate the Patriot act. Make all forms of torture by any government agency a major crime. Review all laws and policies and budgets put in place under the excuse and guise of defending against terrorism. Make it illegal for local police departments to use military gear.
Pass and enforce new and existing laws regulating police abuses of the constitution-- like color of law. Investigate, prosecute and remove police officers who engaged in violence against protesters.
Shut down the CIA, FBI, the military intelligence units and all other black ops intelligence operations. They are out of control, uncontrollable and unaccountable. The nation needs intelligence operations but even they must operate with full oversight and transparency. The current system is profoundly broken. Replace it with new operations.
Require voter participation. instead of making it harder for people to vote, make it unattractive for them not to vote. Charge extra taxes if they pay taxes. Take away support if they are on welfare, social security, etc., if they do not vote. It could take a generation or two, but the nation needs an attitude where people see voting as something they are required to do, like get a drivers license-- there you go-- no vote, no drivers license, no ID for cigarettes, alcohol, extra charges for toll roads, extra taxes on all purchases. (Okay. This is off the top of my head, so consider it castles in the sky stuff that needs some further working out to have legs.)
