Colombia's Constitutional Court declared unconstitutional a US-Colombian accord, which granted the United States military access to at least seven Colombian bases, and ordered the government to submit the agreement to the Colombian Congress. The court's Chief Justice Mauricio Gonzalez said the agreement, "is an arrangement which requires the state to take on new obligations as well as an extension of previous ones and as such should be handled as an international treaty, that is, subject to congressional approval." The court did not address whether the agreement itself was appropriate. Source

Josh McCallum, 33, of Neosho, Missouri, was sentenced in U.S. District Court in St. Louis to two and a half years in prison for threatening to kill President Barack Obama. McCallum (already incarcerated at the Northeast Correctional Center in Bowling Green in August 2009 when he mailed a threatening letter to the White House that read in part, "The president needs to be shot") pleaded guilty in May 2010. Day571/Aug18th/Wednesday: The President issued an Executive Order establishing the Pakistan and Afghanistan Support Office (PASO), a temporary organization within the United States State Department for the purpose of performing the specific project of supporting executive departments and agencies in strengthening the governments in Afghanistan and Pakistan, enhancing the capacity of those governments to resist extremists, and maintaining an effective U.S. diplomatic presence in both countries.

The President issued an Executive Order on classified national security information programs for state, local, tribal and private sector entities that, in order to ensure the proper safeguarding of information shared, ordered uniformity of security standards governing access to and safeguarding of classified material applied in accordance with Executive Order 13526 of December 29, 2009 ("Classified National Security Information"), Executive Order 12968 of August 2, 1995, as amended ("Access to Classified Information"), Executive Order 13467 of June 30, 2008 ("Reforming Processes Related to Suitability for Government Employment, Fitness for Contractor Employees, and Eligibility for Access to Classified National Security Information"), and Executive Order 12829 of January 6, 1993, as amended ("National Industrial Security Program"), to be set forth in an implementing directive to be issued by the Secretary of Homeland Security within 180 days of the date of the order, in consultation with affected executive departments and agencies, and with the concurrence of the Secretary of Defense, the Attorney General, the Director of National Intelligence, and the Director of the Information Security Oversight Office (ISOO). The President returned to the White House in the evening.

Vice President Joe Biden announced 94 Recovery Act investments in broadband projects. "Today's investment in broadband technology will create jobs across the country and expand opportunities for millions of Americans and American companies," Biden said. "In addition to bringing 21st century infrastructure to underserved communities and rural areas, these investments will begin to harness the power of broadband to improve education, health care, and public safety." The projects are part of a program, administered by the Department of Commerce's National Telecommunications and Information Administration (NTIA) and the Department of Agriculture's Rural Utilities Service (RUS), to expand broadband access and adoption across the country. Funding was contingent upon the recipient meeting the terms of the loan, grant or loan/grant agreement.A complete list of projects to receive Recovery Act broadband grant awards can be viewed in full HERE.

The United States Centers for Medicare & Medicaid Services (CMS) announced that Medicare prescription drug plan premiums for 2011 would stay similar to rates beneficiaries paid in 2010. The average premiums in 2010 were $29 per month and expected to average a dollar more in 2011. All beneficiaries should check to make sure that the plan offerings available in 2011 are right for them when information on those plans becomes available in October 2010. Source
