Some thoughts:
Some large (8 feet long, 2 feet wide), lightweight signs can be easily made and easily carried by 2 people.
You cannot be prevented from carrying a sign across pedestrian overpasses.
You cannot be prevented from stopping in the middle of an overpass.
You do not need a permit.
You leave nothing behind, you are not littering.
The sign is under your complete control, there is no highway hazard.
The human presence greatly enhances the message.
The sign can be in motion - very important.
The sign must be readable through the overpass cyclone fencing.
A sufficiently large sign will require a minivan or pickup truck for transportation.
You will get honks, waves, cheers!
