Another critical situation is the inability of "local" fire departments to reach the Ft. Calhoun Plant. Due to flooding, Plant Personnel are being taken in and out by boat . You read that right. Food, supplies, etc. are now being delivered by boat and OPPD has ordered six additional boats. In the event of another fire, etc., how effective will outside help be?
