One supposes in an ideal world of a free people democratically electing a truly representative government that adhered to the rule of law as the basis of their authority, such misuse of power by the executive (authorizing illegal pre-emptive war, indefinite detention without charges, suspension of habeas corpus, extraordinary rendition, warrant wiretapping, torture) would be seen as a misuse of his power, illegal and a usurpation of power which are impeachable offenses.
Not so in the current U.S. of A. We have become a "Hail Caesar" empire replacing the former Republic we retain in name only.
