A second thing would be for Congress and President would be to create a temporary program to hire paid, tested, parent (etc.) volunteers to work in elementary classrooms to observe and gently keep little kids from catching COVID by separating them & toys, etc., from one another. That could help. Consult, ally with PTAs, school boards, teacher's unions to adjust authority and participation rules for a non-teacher parent, etc.; a "COVID-transmission breaker" for each classroom, so teacher can just teach!
