Why? Look at the makeup of Congress, House and Senate. The overwhelming majority accept big money contributions from big corporations and super wealthy individuals to their electoral campaigns. It's all been made "legal" of course but only a fool would believe these politicos are not beholden to those big moneyed interests enacting laws and regulations, the oversight and enforcement that goes to the benefit of those interests. The same goes for state and local politics.
The American electoral system and the politicos it spews out has been so corrupted by billionaire, corporate, special interest lobby and dark money is irredeemable. It's beyond reform. And SCOTUS ruling in favor of Citizens United in January 2010 gave it all the cover of legitimacy.
As George Carlin once said, "It's a big club and you ain't in it".
