As the inspector explained digging was to test the compaction of the earth under the school's foundation. It was mandated after a 1937 earthquake in Long Beach, when hundreds of schools were destroyed, luckily being empty since it hit in the late afternoon.
Haiti, Istanbul, Pakistan, China; all in the last decade did not have "big government" dictating building standards, so when hit by earthquakes had vast loss of life and property, actually destabilizing their societies. These countries had achieved the nirvana of "small government" that now has become the rallying cry of so much of the American electorate.
Of course there is government waste, as there is in the private sector. But a blind dedication to cutting services, calling it waste out of lack of understanding of the reason for the expense is rather dangerous. As the old cowpoke said to the new owners of the ranch, "Never take down a fence until you know what it was put up for."
This bunch that seems to be about to gain a majority of the house, in spite of their claim to common sense, seems to be ignoring this rule.
