According to the Dolander memo of 20 October 1969, "...reports of unidentified flying objects which could affect national security are made in
accordance with JANAP 146 or Air Force Manual 55-11.
UFO WORKING GROUP
Responsibility for investigating UFO's was initially assigned to the Air Technician Intelligence Center (ATIC) at Wright Patterson Air Force Base.
ATIC was a field activity of the Directorate of Intelligence in USAF Headquarters.
"The Air Defense Command has a direct interest in the facts pertaining to UFO's reported within the Z1, and has in the 4602nd Air Intelligence
Service Squadron (AISS) the capability to investigate these reports."
After the Robertson Panel closed, UFO reports were no longer sent to ATIC at Wright Pat., but to the 4602nd at Fort Belvoir VA.
That's the official record. Stanton Friedman, in his book Top Secret/Majic, writes, "The organization that actually did the work of collecting, receiving, and evaluating the sightings was none other than Batelle Memorial Institute." Mr Friedman was one with first-hand information, having possessed security clearance, and he worked for the Air Force, out of the FTD at
Wright/Pat, designing a nuclear-powered rocket for deep space travel.
Jacque Vallee, who was brilliantly portrayed by Francois Trufaut in Close Encounters of the Third Kind, discovered evidence of a parallel group looking into Project Blue Book cases in the mid 1960's, in a vain attempt to organize the midden pile that J. Allen Hynek called an office. Mr. Vallee came across what he termed the Pentacle Document, detailing this bifurcated state of Blue Book investigation.

CIA's Ron Pandolfi on the UFO Working Group
The following excerpt has been transcribed from the recording of a telephone conversation, which appears to have been taped sometime around 1991 or 1992. An associate of STARstream Research, who met with Ron Pandolfi in Washington, D.C. last year, is confident that the voice on the tape is indeed Dr. Pandolfi.
