The President applauded the United Nations Human Rights Council's establishment of the first-ever UN Special Rapporteur on freedom of assembly and association. The United States co-sponsored the resolution creating the mechanism with a broad cross-regional group of 62 countries, including original co-sponsors the Czech Republic, Indonesia, Lithuania, the Maldives, Mexico and Nigeria. The United States Environmental Protection Agency (EPA) and the Department of Justice fined BP PLC $15 million for Clean Air Act violations at its Texas City refinery. The fine was the largest civil Clean Air Act penalty given to a U.S. facility, resulted from a settlement between the EPA and BP and subject to court approval. Source
