Remember the excitement about using test scores to measure teacher effectiveness? “Bad teachers were the problem; good teachers were the solution.'  It was a simplified binary, but the idea and the research it drew on had spurred policy changes across the country, including a spate of laws establishing new evaluation systems designed to reward top teachers and help weed out low performers.The tests  tying teachers to  kids' performance on tests, were sold as  the 'reform' as Gates millions pushed it. They emptied the schools of the genuine professionals who knew what looked like, and how to enable it.  The schools failed and now charters replace them, and the the debate about  how to evaluate teachers continues. A new study by the Rand Institute finds that this initiative failed.
