Trump shows some leadership by declaring "We need to move forward and break the stalemate over health care insurance for Americans. I've said that the House bill is too mean. It also has no bipartisan support. So I'm placing a limit for now on cuts to finance change. I will veto any health care replacement bill that cuts more than, say, $200 billion ($300 billion) out of support for Obamacare. Also, I support reasonable changes to promote competition to lower the price of new prescription medications and cure the shortage of physicians that contributes to high prices."
In exchange the Democrats secretly pledge, if such a bill comes forward, to provide at least a few votes and leave Trump, at most, censured by the Senate, not impeached. The Republicans can say we repealed Obamacare and the Democrats can say Obamacare survives.
