The Public Integrity Division opened the case after receiving a complaint that alleged hundreds of people voted illegally, said Deputy District Attorney Dave Demerjian, the head of the division.
The complaint alleged people who don't live in Montebello voted in the contentious November election. The big issue of the campaign was an exclusive, 15-year trash-hauling contract the city gave Athens Services.

Votes from the eSlate voting machines, which are primarily intended for use by voters with disabilities, haven't been examined as part of the recount.
In order to recount the eSlate machines, Harp would need to be called. The company would charge $1,200 a day for each technician, according to Schrand's June 4 order.
