Israel says it wants peace, the settler movement insists that the West bank and Gaza is part of Israel, test them both. 

Hold a referendum on the question that:

"The people of the so called "Occupied Territories" formally request that Israel annex such territories to Israel".

Israel does not currently give citizenship to the Arabic population of the so-called occupied territories (now occupied for some forty years) because it is not formally part of Israel.  Arabic citizens of the legal entity Israel are entitled to such rights as welfare payments, education, protection of the law, participation in the political process, a passport, etc. 

As a result of this policy towards Arabic residents of the so-called "Occupied Territories" is in effect to render them stateless and bereft of many such rights.

Israel currently administers the region under military law as an occupying power and has never formally annexed the territories even though no other recognised state lays claim to the land. 

Annexing the land would require the granting of Israeli citizenship to the population.   

As a state which claims to value democracy Israel would find it difficult to ignore a vote to request annexation.

Given the effect that the addition of over 1 million new Arab voters would have on politics within Israel, I suspect that such a vote would lead to either a rapid acceptance of a two state solution or a new multi-racial entity called Israel.

Given the degraded state of civil society in the so called Occupied Territories, a single state solution is now probably the most effective way to give today's Palestinian children a chance at a decent future.

Sometimes you gain more by giving up on yesterday's battles and working for a brighter future.
