Mr. Bush, who vetoed just one bill, a stem cell measure, when the Republicans ran Congress, appears dug in. He seems willing, in the words of Representative Rahm Emanuel of Illinois, chairman of the House Democratic Caucus, to ?go out in a blaze of vetoes.? The question is whether Republicans can use those veto threats as muscle to win some victories of their own or end up joining Mr. Bush in retirement.
