| Why is Congress being sandbagged by the Bush administration on the thorniest of issues: the suspension of the US Constitution and the potential declaration of martial law in the event of a "catastrophic national emergency?" In the absence of massive public opposition to existing martial law plans-Democratic as well as Republican-the prospect of America continuing as a free and open society is a mirage at best. |
