Matt Renner of Truthout explains how there is a possibility that the Blue Dogs could influence the outcome of the FISA bill, allowing immunity. Split the bill in two parts. Pass the rest first. Then vote on immunity where they would not stand with Dem. caucus. List of Blue Dog Democrats presumably willing to do it.
