An increasingly vocal contingent of Internet companies and the public has demanded more. That has led Mr. Wheeler to agree to ask the public directly, should broadband service be treated like a utility, and should agreements like the one between Netflix and Comcast be allowed? In recent days, with no one having seen the chairman's proposal but everyone having commented on it, people on both sides of the issue have grown increasingly strident.
