President Obama ??s 2015 budget proposal will not include a budget gimmick that amounts to a cut to Social Security payments, the White House acknowledged Thursday. Obama previously embraced the idea of a "chained" consumer price index (chained CPI) -- a change in the way inflation is measured -- as a gesture of goodwill toward Republicans who said they were interested in crafting a compromise deal for deficit reduction. Republicans were quick to slam the president ??s decision to leave the chained CPI out of this year ??s budget proposal. Brendan Buck, press secretary for House Speaker John Boehner, R-Ohio, said it amounts to Mr. Obama ??throwing in the towel. ?
