...the New Hampshire Constitution guarantees that all qualified voters have an equal right to vote in any election. I am concerned that House Bill 345 will prohibit eligible voters from receiving a ballot on election day and place significant burdens on election officials, resulting in delays for all voters.

In the absence of any evidence of a voter fraud problem in New Hampshire, where New Hampshire law already provides adequate safeguards to protect the integrity of elections, and given that House Bill 345 will create new and unnecessary barriers impinging on the right to vote, I am vetoing this bill.
