It comes as the Western-led effort in the oil-rich North African state is badly running out of steam and disagreements over tactics and strategy are rife amongst the NATO allies. With the rebels' rag tag army once more on the run, NATO and its political leadership are facing a humiliating setback at the hands of one of the Arab world's most eccentric leaders.
