The military's defenses against threats from inside its own ranks are outdated and ineffective, Defense Secy Gates said about the findings of an Army review of the Nov. 5 shooting spree at Ft Hood, Texas. Along with the attempted bombing of an airliner on Christmas Day, the shootings have prompted deep concern in Congress that the nation's intelligence and security agencies missed vital clues that attacks were coming.
