In a nutshell, the US could get its troops out -- at a time of its choosing, after an unspecified time in the name of safety and order -- but ensure that Iraq continues under foreign occupation indefinitely. And, during this continued occupation, the US would have no restraints on meddling in Iraq's government or internal security forces.
