Holdren, and National Science Foundation (NSF) Director Subra Suresh announced the "NSF Career-Life Balance Initiative," a 10-year plan to provide greater work-related flexibility to women and men in research careers. The President issued a Presidential Memorandum to the United States Secretary of Transportation, a pproving "the provision by the Secretary of Transportation of insurance or reinsurance to U.S. air carriers against loss or damage arising out of any risk from the operation of an aircraft in the manner and to the extent provided in chapter 443 of title 49 of the U.S. Code until September 30, 2012, when he determines such insurance or reinsurance cannot be obtained on reasonable terms and conditions from any company authorized to conduct an insurance business in a State of the United States".
The President declared a major disaster existed in the District of Columbia and ordered Federal aid to supplement state and local recovery efforts in the area affected by Hurricane Irene during the period of August 26 to September 1, 2011. Federal funding was made available to district and eligible local governments and certain private nonprofit organizations on a cost-sharing basis for emergency work and the repair or replacement of facilities damaged by Hurricane Irene in the District of Columbia.
