7GW Decision Making:
With the structural/asset components fused together, the other key piece to successfully address the split threat environment is the accompanying decision making doctrine on their employment.
Afterall, if decisions are not optimized in terms of speed, agility and quality, it really doesn’t matter how superb the strategies and organization structure are behind it. The key is to collectively out think the enemy, before it does you, regardless of where that threat is coming from. The days of static decision making like D-Day planning, even Desert Storm, are over. It’s now a dynamic and increasingly so, complex multi-dimensional threat engagement environment.
Conceptually think the fighter jet scenario dog fighting theme, where every second requires new information processing and decision update/change. That dynamic aerial dog-fight environment has now analogously moved to the mainstream and the broader global geo-political/military arena. In effect, all threats need to be threats engaged and dealt with as a dog fighting fighter pilot would an attacking fighter or evading a SAM missile. Fast and accurate.
Bottom line, the one who thinks faster and better will win, in 7GW.
Therefore, in making Fusion Warfare functionally work, the Analyst would add in the adoption of the oft forgotten and/or overlooked, yet perhaps most powerful of all strategic/tactical decision making processes/protocols. It applies in all circles, military, business, etc., making it superbly ideal as the underpinning decision making protocol to tie together and execute the Fusion Warfare doctrine.
It’s called the OODA Loop (or Boyd Cycle and pronounced “Oda” Loop). OODA meaning “Observation, Orientation, Decision and Action”. This decision making cycle was created by military strategist, U.S. Air Force Col. John Boyd.

Wikipedia very succinctly sums up what the Boyd Cycle is all about and what it delivers, which again, makes it perfect to be an underpinning of 7GW Fusion Warfare:

An entity (either an individual or an organization) that can process this cycle quickly, observing and reacting to unfolding events more rapidly than an opponent, can thereby "get inside" the opponent's decision cycle and gain a military or business advantage.
