His master was not resisting so the handcuffs are more procedural than mandatory. As for Max's master, he unintentionally sacrificed his dog's life. Max was killed inadvertently to press a point with the police. He might have been wiser to take his dog home first while Max was still alive, then walk or drive back to the police scene. So now Leon Rosby will press his lawsuit against the police with greater vigor than before and I think he should do that.
No matter who is right or who is wrong, his beloved dog, Max is dead! Max's short lived two years spoke volumes about life in his last few seconds of existence here on Earth. It was just thirty-three seconds from happiness to oblivion, now Max's water bowl and food dish are left untouched; his spot on the bed, empty.
Up until the last thirty-three seconds of his life Max had had a wonderful day.
