The bottom line may be whether the ultimate goal of an occupation is to
win, or to stay for an extended draw. The report notes that at the
height of the Soviet occupation, 3/4 of Russian troops were usually
engaged in protecting supply lines. Paying the enemy was not an option.

unemployment is anywhere from 40% to 80%
and higher in rural provinces, it is easy to hire children to plant
roadside bombs in exchange for money to buy food, including for younger
siblings. Adult males find few prospects of employment across the
country
except the well-heeled Taliban.
