~ Solicit "qualified" legal/constitutional experts to evaluate that legislation for inclusion.
~ Create search able online database for each senator and representative.
~ Find volunteers in each state willing to track the votes of each of their members of congress.
~ Develop indicators to provide a graph for each member of Congress to calculate a score for their over all performance.
* Design database to allow addition of more categories to monitor ( see below )
~ Develop standards to arrive at a score to support yes/no position for each member.
* Perhaps four score levels.
(1) Active action to support re-election. ( +1 )
(2) No action for or against. ( 0 )
(3) Publish reasons to vote out of office. ( -1 )
(4) Active campaign for removal from office. ( -2 )
~ Promote the cause, find members and solicit donations to:
* Pay for actual operating costs ( Initial function to publish findings due to lack of funding )
* Support deserving candidates campaigns with donations and/or ads as appropriate by law.
* Pay costs to work against undeserving candidates by public education and/or ads.
~ Find volunteers willing to author articles and submit to blogs.
~ Solicit public figures to endorse this effort.
* Entertainers
* Legal experts / noted attorneys / law professors
* Retired Judges

The scoring system could be legally separate from ( independent contractor? ) the PAC with the PAC using the scores for their decisions regarding supporting or fighting any particular candidate.
Isolates the PAC decisions from the scoring process.
