Progressives and the Climate Policy Debate

Progressives should drop misplaced objections to cap and trade and instead work to make climate legislation as strong as possible. We should be demanding the steep and early emissions reductions that science tells us are necessary. We should be demanding the full auctioning of emissions permits, with the funds used for rebates for low income people and investments in clean energy and mass transit infrastructure. And we should be demanding that use of offsets be tightly controlled. And if we don't get all those things the first time around, we need to come back and fight for them next year and the year after that.
