Second: San Antonio Express-News endorses Beto O'Rourke for Senate and Justin Nelson for Attorney General

There are many reasons we cannot recommend Ted Cruz for a second term as Texas' junior U.S. senator. But here's the big one -- he led the fight to shut down the federal government in 2013 in order to delay or defund the Affordable Care Act.

Simply, there is never a good reason to shut down the federal government and a leader in that effort should not be rewarded even if it is five years later. We recommend Democrat Rep. Beto O'Rourke of El Paso for the U.S. Senate.

Cruz has gone all out to characterize O'Rourke's views as too extreme for Texas. Untrue. The senator has to ignore plenty of nuance to get there.

O'Rourke, mindful that Texas leads the nation in the number of uninsured, wants some form of universal health care that might include a choice for people, even those in employer-provided plans, to opt into Medicare even if they're not yet 65.

Cruz says this will bust the budget, but this come from a senator who says he led the fight to pass the recent GOP tax bill that will balloon the debt and deficit according to credible experts. Cruz simply denies this will happen.

Cruz says he is for protecting pre-existing conditions but has voted to repeal this along with all of the ACA and we have not discerned a credible replacement.

Cruz complains that O'Rourke voted for a $10 a barrel tax on oil -- a mainstay of Texas' economy. But O'Rourke actually voted against a "concurrent resolution" that symbolically opposed an Obama proposal that never became law. He never voted "for" that tax, much less a 24 cent a gallon price hike.

O'Rourke believes climate change is real. It's much too difficult to pin Cruz down on what amounts to an existential threat for Texas, the nation and the world. O'Rourke rejects the "false choice" of having to choose between damaging the oil industry and growing alternative energy.

Some slam O'Rourke for a DWI and another minor charge in his past. But he takes responsibility and has successfully recast his life. This is admirable, even if the offenses aren't.

Attorney General Ken Paxton has made a habit of suing the Obama administration, and that suing has continued though we are well into the Trump administration. He is, for instance, leading an effort to undercut the Affordable Care Act and eliminate coverage for pre-existing conditions, which is arguably the most popular aspect of the health care law.

Paxton has also sued to end Deferred Action for Childhood Arrivals, or DACA. This is a policy that shields children who were brought to this country illegally from deportation.

Nelson has said, if elected, he will withdraw Texas from this lawsuit.

If elected, Nelson has said he will bring a particular focus on anti-corruption efforts, strengthen ethics and disclosure laws, aggressively prosecute price gouging and provide support for enhanced consumer protection. He has also said he will increase revenues collected for child support.

He's also not indicted. Nelson for attorney general.
