As I recall the document, it was not written as a formal report might be, but rather part of what seemed a longer, personal communication whose purpose was unclear. Its introduction read in part something like, "The "IMPs" program is the leading edge of whole range of technologies which need not be discussed here, except to note that these applications may not occur in Britain proper, except if authorized by the PM. Rest assured there are damn few of those, given the current government's understandable caution."

Why such caution? Because IMPs involves involuntary and secret medical procedures performed on visiting foreign nationals. Specifically, implantations of Nanotechnology devices, shortened to "Nanos" into subjects without their knowledge, for the purpose of influencing "future behavior." The IMPs, which stands for Implanted Medicinal Processors, operate by generating impulses within the body, thereby releasing the bodies own chemicals that affect the host.

Apparently, the purposes of these implants vary, but each affects body chemistry that in turn produces changes in mood or behavior. The latest generation, known as "v5", are multi-phased and can operate in response to radio signals, causing a sequence of reactions in the human implant host, confusingly also referred to as "IMPies". It seems Nanos do not control specific behaviors, but rather induce a general sensation or impulse. The selection of types of IMPs for an individual depends on their particular circumstances, including position and country of residence. The current implantings focus on causing sensations of dissatisfaction and recklessness in subjects whose defection would be of interest. These "IMPies", after being subject to "activation", are subsequently approached in an attempt to recruit them or at least establish continuing contact.

The document's focus was on recent developments within the program, specifically two cases in Iran, where the subjects themselves either approached a third country's intelligence service on their own and another who played a peripheral but significant role in the upcoming election because of a change of mind about supporting the current government.

[Editor's note: The above story, clearly a segment, was sent to us yesterday. It was sent with instructions to await additional material without attempting to contact author, and release the material all by month's end, should we further communication be broken off. Colleagues just reported the author was apparently arrested during what was rumored to be his termination/exit interview and escorted from his employer's offices. That evening his car remained in the parking lot until late, but was gone the next morning. Since we were instructed not to attempt to contact him and we have not heard from him, we are sending this out now rather than waiting as instructed, because one of us just noticed no pedestrian or vehicle traffic on the street below, on what normally would be a busy Saturday morning.....]
