'I could see a scenario where Jeff Sessions is replaced with a recess appointment, and that attorney general doesn't fire Bob Mueller, but he just reduces his budget to so low that his investigation grinds to almost a halt,' Mr Whitaker said.

The phrase I quoted in the introduction sounds to me like the new Attorney General is preparing to obstruct justice, and bragging about his ability to do so. I should have checked "inspiring" above, but the icon would have to be wearing a sarcastic sneer. Trump will act like the cornered rat that he is, and all who allow him to engage them in his efforts will go down with him. It's some sort of reverse "Midas Touch".
