Compare the NY Times headline today (Bush Proposes Goal to Reduce Greenhouse Gas Emissions) with the way the British press sees Bush's proposals (Bush kills off hopes for G8 climate plan; US recognises global warming danger but wants to lead response outside UN. As the US media characterizes Bush as changing his tune on climate change, outside of the US is a different story.
