PETER'S NEW YORK, Friday, September 16, 2011--The United Nations General Assembly voted today to seat the National Transitional Council, the ad hoc body representing the rebel faction attempting to topple Muammar al Qaddafi as Libya's head of state. More than a quarter of the Assembly's members either voted against the measure or abstained.
The vote was preceded by a debate on whether the measure should come up for a vote. Close to a third of the member nations either abstained or voted to defer action on the measure.
