| To Republicans defending their House majority, a bill to validate President Bush's warrantless wiretapping program is as much about luring Democrats into voting against it as it is about enacting a law. As Republicans tell it, anyone who votes against legalizing Bush's surveillance and detainee treatment programs is voting to ''coddle'' terrorists. |
